BUSINESS

COLLABORATIVE SUPERVISION & FOCUSED ENFORCEMENT (CSAFE) DIVISION
The Collaborative Supervision and Focused Enforcement Division formed in July 2003. In August 2007 reorganization, functions dispersed to regional offices.

CRIMINAL JUSTICE DIVISION
Organized in 2003, the Criminal Justice Division oversaw two programs: Criminal Justice; and Local Law Enforcement. It also assisted the Cease Fire Council. In August 2007 reorganization, functions dispersed to regional offices.

EQUAL JUSTICE & POLICY DIVISION
Effective Jan. 31, 2007, merged with Youth Services Division to form Juvenile Justice Policy Division.

GOVERNOR'S COUNCIL ON FAMILY VIOLENCE PREVENTION
In October 2008, restructured as Governor's Family Violence Council (Executive Order 01.01.2008.16).

HOTSPOT COMMUNITIES PROGRAM
Initiated in July 1997, the HotSpot Communities Program started as a three-year program. It targeted resources to 36 communities with high levels of crime. Funds support more police officers, probation agents, nuisance abatement teams, and citizen patrols, as well as after-school activities. By concentrating resources in these areas, the State hopes to reduce serious crime by 25 to 35 percent. In 1999, the Program was expanded to 26 more neighborhoods.

JUVENILE JUSTICE ADVISORY COUNCIL
In June 2002, the Council became a committee of the State Board for Juvenile Justice within the Department of Juvenile Justice (Executive Order 01.01.2002.02).

JUVENILE JUSTICE POLICY DIVISION
On January 31, 2007, the Juvenile Justice Policy Division formed from the merger of the Equal Justice and Policy Division and the Youth Services Division. The Equal Justice and Policy Division had formed in 2005. The Youth Services Division originated as the Youth, Justice, and Community Service Division, and became the Youth Services Division in 2003.

LAW ENFORCEMENT & CRIMINAL JUSTICE PROGRAM
In 2001, renamed Criminal Justice Program.

LAW ENFORCEMENT PROGRAM
In 1997, renamed Law Enforcement and Criminal Justice Program.

MANAGEMENT INFORMATION SYSTEMS
Renamed Information Technology Services in 2005.

PARTNERSHIP FOR A DRUG-FREE MARYLAND
Initiated in May 1991, the Partnership was an alliance of Maryland government with private media and advertising professionals to discourage abuse of narcotics and alcohol. With pro bono air time and committed print space, the Partnership conducted an aggressive, statewide multimedia campaign against substance abuse.

Under Executive Director, functions absorbed by Planning, Research and Legislative Support Division in Jan. 2007.

PREVENTION PROGRAM
Renamed Delinquency Prevention Program in 1997.

PUBLIC AFFAIRS, POLICY & RESEARCH DIVISION
Disbanded in July 2003; functions moved to Office of Executive Director.

RESEARCH & EVALUATION
Under Executive Director, functions absorbed by Planning, Research and Legislative Support Division in Jan. 2007.

VICTIMS OF CRIME: POLICY, PLANNING, & SERVICES DIVISION
Renamed Victims of Crime Division in July 2003.

VICTIMS OF CRIME DIVISION
The Victims of Crime Division began as the Victims of Crime: Policy, Planning, and Services Division and assumed its present name in July 2003. It supported strategic programs that help crime victims. The Division administered federal and State grants that assist victims in general and victims of specific crimes, such as domestic violence, sexual assault, and stalking. Grants fund training and technical assistance; policy development and implementation; and victim advocacy. To provide a comprehensive community-coordinated response to violence, the Division promoted collaboration among criminal justice agencies and coordination of community services.

In August 2007 reorganization, functions dispersed to regional offices.

YOUTH, JUSTICE, & COMMUNITY SERVICES DIVISION
In July 2003, reorganized as two divisions: Criminal Justice; and Youth Services.

YOUTH SERVICES DIVISION
Effective Jan. 31, 2007, merged with Equal Justice and Policy Division to form Juvenile Justice Policy Division.

YOUTH STRATEGIES
Under Youth Services Division, disbanded in July 2005.
