LEGISLATIVE DISTRICTING PLAN OF 1992

The Legislative Districting Plan of 1992 was presented by the Governor to the General Assembly on January 8, 1992, and became law on February 21, 1992 (Joint Resolutions 9 and 10, Acts of 1992; Code State Government Article, secs. 2-201 through 2-205).

In the U.S. District Court for the District of Maryland, the Legislative Districting Plan of 1992 was challenged on grounds that it violated the standards of the federal Voting Rights Act of 1965. On January 14, 1994, the State of Maryland was ordered to submit a plan for a new African-American majority district on the lower Eastern Shore by February 28, 1994 (Marylanders for Fair Representation, Inc. v. Schaefer). Approved by the U.S. District Court on April 5, 1994, the plan altered the boundaries of former Legislative Districts 36, 37, and 38, beginning with the 1994 general election.

The following descriptions of boundaries for legislative election districts refer to election districts, wards, and precincts by geographical boundaries as they existed in 1992 but also include boundaries approved April 5, 1994, for Legislative Districts 36, 37, and 38. Precinct boundaries are dynamic. Changes occur to reflect population shifts and to ensure convenient polling places for all voters. Local boards of elections can provide current information on precincts encompassed within each district.
