Born in Arlington, Virginia, March 22, 1915. Attended Bethesda-Chevy Chase High School; The Johns Hopkins University; University of Minnesota, B.A. (political science & economics), M.A. (political science & economics); graduate studies (public finance), University of Chicago. Economist, U.S. Office of Price Administration, 1941-46. Instructor (economics), Carnegie Tech (now Carnegie Mellon University), 1946-47; Washington State College, 1947-51. Western Field Director, World Federalist Association, 1952-54. Research associate, Resources of the Future, Inc., 1955-74. Organizer, Citizens Committee for Fair Taxation, 1960. President, 1965-67, and editor, 1968-69, Montgomery County Citizens Planning Association. Former co-chair, Metropolitan Washington Coalition for Clean Air. Former member, National Association of Counties; Maryland Association of Counties. Former vice-president, World Federalist Association. Board member, Capital Area United Nations Association. Member, Americans for Democratic Action; Audubon Naturalist Society; Common Cause; National Association for the Advancement of Colored People (NAACP); SANE/FREEZE. Author, Trends in U.S. Natural Resource Commodities, 1870-1957 (1962); World Prospects for Natural Resources (1964); Natural Resource Potential of the Antarctic. Contributing Author, The Population Dilemma (1963); and Goals, Priorities, and Dollars (1966). Recipient, Governor's Citation. Metropolitan Public Service Award, Council of Governments. Citizen of the Year, the Sentinel. Distinguished Service Award, National Association of Counties. Legislator of the Year, Audubon Naturalist Society. Citation for Distinguished Public Service, Montgomery County Civic Federation. Member, Chevy Chase United Methodist Church. Married; two children, one grandchild. Died in Gaithersburg, Maryland, May 27, 2008.
