Member, State Senate, representing Montgomery County (District 17), 1975-78. Member, Joint Committee on Legislative Ethics, 1976-78; Maryland Commission on Intergovernmental Cooperation.

Member, Pension Study Committee, 1975-77; Task Force on Collective Bargaining for Public Employees, 1976-77; Commission to Study the Residential Needs of the Retarded, 1976-77; Commission on the Evaluation and Coordination of Aggressive Offender Treatment, 1976-78; Department of Economic and Community Development Advisory Commission, 1978-86; Governor's Employment and Training Council, 1983-84; Governor's Commission to Revise the Mental Retardation and Developmental Disabilities Laws, 1984-85.

Born in Washington, DC, November 12, 1936. Attended St. Albans School; Williams College, A.B. (magna cum laude), 1958; Harvard Law School, LL.B., 1961. Admitted to Maryland Bar, 1962. Attorney, later Episcopal priest. Member, American, Maryland State, and District of Columbia Bar Associations. Served in U.S. Army. Virginia Theological Seminary, 1986. Priest, St. Margaret's Episcopal Church, Washington, DC. Manager, Cathedral Shelters, Chicago. Former treasurer, Montgomery County Democratic State Central Committee. Delegate, Democratic National Convention, 1996. Director of Operations, New Song Ministry, Baltimore, 1996-99. Married; three children, two grandchildren. Died June 24, 1999, Baltimore, Maryland.
