Born in Snydersburg, Maryland, in 1940. Attended University of Maryland; Carroll County Community College. Former owner and operator of floral business in Carroll County. Board of Directors, Maryland Association of Counties, 1988-94 (president, 1994; chair, legislative committee, 1994, member, 1992-). Board of Governors, Carroll County Farm Museum, 1998-2002.
