Proposing that the Board of Carroll County Commissioners be expanded from 3 members to 5 members and that the 5 members each be elected from Commissioner districts instead of at large. Providing for the establishment of a Commission Redistricting Committee, appointed by the County Commissioners, to make certain recommendations to the Carroll County Legislative Delegation to the General Assembly.
