Member, Agriculture and Natural Resources Committee, 1963-65; Aviation, Roads, and Transportation Committee, 1963-65; Chesapeake Bay and Tributaries Committee, 1963-65; Education Committee, 1963-65; Executive Nominations Committee, 1963-65; Finance Committee, 1963-65; Juvenile Problems Committee, 1963-65; Prison Administration Committee, 1963-65. Member, Legislative Council, 1963-64. Resigned February 1, 1965.

In 1974, pleaded guilty in U.S. District Court to charges of conspiracy to commit extortion; sentenced to eighteen months in federal prison, of which he served seven months at Allenwood Federal Prison Camp, in Allenwood, Pennsylvania.

Born in Annapolis, Maryland, January 18, 1919. Attended Annapolis public schools. Married.
