On December 15, 2000, the Chief Judge of the Court of Appeals established the Conference of Circuit Court Administrators, which includes the circuit court administator from each county and Baltimore City.

The Conference meets quarterly to discuss the operation, management, and leadership of the circuit courts. It recommends legislative and policy changes or improvements to the Chief Judge of the Court of Appeals, the Judicial Cabinet, the Maryland Judicial Council, the Conference of Circuit Judges, and Circuit and County Administrative Judges. The Conference also assists the Chief Judge in preparing the annual Judiciary budget (as it pertains to grants); fiscal impact studies; and other program performance reports.
