Member, Joint Legislative and Executive Committee on Pensions, 1983; Task Force on the Administration of Human Services, 1985; Task Force to Examine the School Construction Program, 1985; Task Force to Study Alternative College Financing Methods, 1987.

Born in Baltimore, Maryland, March 5, 1939. Attended Baltimore City and Baltimore County public schools. Served in U.S. Marine Corps, 1956-59. University of Baltimore, A.A., 1964; University of Baltimore School of Law, LL.B., 1967. Admitted to Maryland Bar, 1967. Member, American, Maryland State and Carroll County Bar Associations. Brigadier General (Ret.), Maryland Army National Guard. Judge Advocate Generals School (basic & advanced courses), 1986, 1988; U.S. Army Command and General Staff College, 1988. Honorary Doctor of Law, Western Maryland College, 1988.
