The Working Waterfront Commission was initiated in June 2007 (Chapter 30, Acts of 2007). The Commission studied and issued recommendations on how to ensure that Maryland's commercial fishing industry continues to have access to public trust waters.

On January 28, 2008, the Commission submitted an interim report to the Governor and General Assembly, and its final report on December 1, 2008. Authorization for the Commission extends through December 31, 2008 (Chapter 17, Acts of 2008).
