In October 2005, the Governor's Task Force on Workforce Housing was established (Executive Order 01.01.2005.40). The Task Force undertook a workforce housing study which encompassed: a review of the findings and recommendations of the Governor's Commission on Housing Policy; and a comprehensive definition of workforce housing. The Task Force also: estimated the current and projected supply and demand of workforce housing units, including the geographic distribution of units; evaluated market-based best practices for workforce housing in Maryland and other states; considered matters of planning and land-use policies of local governments; and recommended options that address the need for workforce housing and how to assist local jurisdictions in ensuring its availability.

On July 10, 2006, the Task Force submitted its final report, entitled "Image of the Possible".
