The State Advisory Council on Water Security and Sewerage Systems was formed in January 2004 (Chapter 534, Acts of 2002). The Council studied new technologies for water security and sewerage systems. Comparing the costs of new technologies with the costs of current methods for disinfection, the Council was to develop a funding system for implementing the new technology.

Environmental and health issues involving the use of chlorine and other methods to disinfect drinking water and wastewater were assessed by the Council. The Council also examined cost and security issues concerning the use and storage of each method of disinfection.

The Council submitted its report to the General Assembly on December 1, 2004.
