In June 2007, the Task Force on the Availability and Affordability of Property Insurance in Coastal Areas was created (Chapter 486, Acts of 2007). The Task Force is charged with finding ways to ensure that property insurance continues to be available and affordable for property owners in Maryland's coastal areas. The Task Force will study what kind of property insurance currently is available to homeowners in coastal areas of the State, including the Eastern Shore and Southern Maryland, and whether sufficient competition exists in those market areas. Further, the Task Force will consider specific insurance issues relating to storm-related perils, named storm deductibles, and storm modeling as used by the insurance industry. Any initiatives adopted or considered by other states or the federal government to address availability and affordability of property insurance in coastal areas will be examined by the Task Force. Whether Maryland can influence development patterns in coastal areas to minimize potential damage from severe storms also will be evaluated, as will structural protections to properties to mitigate storm damage.
The Task Force submitted its report to the Governor and General Assembly in March 2008. Authorization for the Task Force ended May 31, 2008.
