In 1998, the General Assembly created the Prince George's County Schools Management Oversight Panel (Chapter 565, Acts of 1998). The Panel directed efforts to improve accountability and performance in the Prince George's County public school system. Initially, the Panel assisted in determining the scope of a performance audit of the system. Later, the Panel was charged with monitoring the implementation of recommendations stemming from the performance audit and a financial audit of the system.
The Panel reviewed and commented on the proposed annual school budget, and was required to be notified in advance by the County Board of Education about personnel actions involving senior staff, and substantial procurement actions. In 1999, the Panel additionally was mandated to participate in the hiring of the County Superintendent of Schools (Chapter 464, Acts of 1999).
On June 3, 2002, the Panel submitted its final report to the Governor, the General Assembly, the Prince George's County Executive, the Chair of the Prince George's County Board of Education, and the State Superintendent of Schools.
