The Task Force to Study Identity Theft formed in July 2005 (Chapter 241, Acts of 2005). Its charge was to study the scope of identity theft in Maryland, including: problems victims face in repairing their credit history; the adequacy of State laws in deterring identity theft; and the efficacy of privacy laws both federal and in other states. The Task Force consulted with identity theft experts; federal agencies, such as the Federal Trade Commission and the Federal Bureau of Investigation; and relevant agencies in other states. To determine compliance with State and federal laws governing the collection and use of Social Security numbers, the Task Force surveyed State agencies. Finally, the Task Force was to formulate strategies to combat identity theft, including possible statutory changes.

The Task Force submitted its final report to the General Assembly on December 31, 2007. Authorization for the Task Force was extended to January 31, 2008 (Chapters 9 & 10, Acts of 2007).
