The Task Force to Study the Dynamics of Elderly and Retiree Migration Into and Out of Maryland formed in June 2004 (Chapter 525, Acts of 2004). The Task Force charge was to assist with and oversee a study to be undertaken by the Maryland Institute for Governmental Service, the Maryland Institute for Policy Analysis and Research, Loyola College in Maryland, and the Regional Economic Studies Institute. Through the study, the dynamics of elderly and retiree migration into and out of the State were to be reviewed. What impact Maryland's tax policies and benefits have on that migration was assessed. The study also examined the contributions that retirees and the elderly make to their communities as volunteers, mentors, and in other capacities. State and county expenditures on services to the elderly, including health care, also was evaluated in the study.

Authorization for the Task Force terminates on May 31, 2006 (Chapter 364, Acts of 2005). In June 2006, the Task Force submitted its report to the Governor and General Assembly.
