Under the One Maryland economic development program for distressed counties, the Smart Growth Economic Development Infrastucture Fund was established in 1999 to assist qualified economically distressed counties (Chapter 304, Acts of 1999). To further that program, in December 1999, the Governor authorized the Governor's Task Force on Eastern Shore Economic Development (Executive Order 01.01.1999.36). The Task Force considered issues and obstacles in developing smart growth strategies for the Eastern Shore of Maryland, with special emphasis on Caroline, Dorchester, Somerset and Worcester counties.

The Task Force submitted a report to the Governor and General Assembly on January 9, 2001. In that report, the Task Force recommended that two permanent regional planning councils be established. Thereafter, the Tri-County Council for the Lower Eastern Shore of Maryland and the Mid-Shore Regional Council were created in 2001 (Chapters 527 & 528, Acts of 2001).
