In November 2000, the Judith P. Hoyer Blue Ribbon Commission on the Financing of Early Child Care and Education was initiated (Chapter 566, Acts of 2000). The Commission examined the costs and availability of funding for early child care and education. It focused on total costs, developed a coherent funding structure, and reviewed and identified public and private sources of funding. Methods for reducing costs to middle-income parents also were identified.

The Commission made an interim report to the Governor on December 21, 2000, and its final report on November 14, 2001.
