Authorized in October 2003, the Task Force to Study Driver Licensing Documentation studied and made recommendations to the General Assembly about domestic and foreign documentation that proves the age, identity, and residence of an applicant for a drivers' license (Chapter 452, Acts of 2003). It assessed the extent to which State residents who are documented or undocumented immigrants have not been issued driver's licenses due to lack of documentation. The Task Force also was to determine how many individuals who are unlicensed because of invalid documentation, actually drive in the State.

What security risks are posed by issuing driver's licenses to undocumented immigrants was considered by the Task Force. It assessed the feasibility of developing a process for reviewing applications from foreign countries to determine whether an applicant has any association with a foreign or domestic terrorist organization, and presents danger to public safety. In addition, the Task Force also considered whether a process is needed to review drivers' licenses verified by foreign embassies or other foreign national representatives.

On December 1, 2004, the Task Force reported to the Governor and the General Assembly. Authorization for the Task Force extended to December 31, 2004 (Chapter 452, Acts of 2003).
