At the request of the General Assembly, the Governor formed the Task Force to Study the Effects of Cult Activities on Public Senior Higher Education Institutions in February 1999 (Joint Resolution no. 12, Acts of 1998). The Task Force was to study the recruitment and organizational practices of cults, the effect of cult involvement on students, and the response of college administrators to cults. The Task Force also was to determine the extent of cult activities in the University System of Maryland, St. Mary's College of Maryland, and Morgan State University.

The Task Force reported to the Governor and General Assembly in September 1999.
