The Task Force to Study Modernization of Credit Union Law was created in 1999 (Chapter 604, Acts of 1999). The Task Force undertook a comprehensive study of Maryland laws that apply to or affect State-chartered credit unions. It considered changes in federal law since 1934 that affect credit unions; how other states have adapted to changes in federal law; and current Maryland laws for chartering credit unions. The Task Force drafted revisions to the State's credit union law (Code Financial Institutions Article, Title 6).

The Task Force submitted its interim report to the General Assembly on December 21, 1999, and its final report on January 16, 2001. Authorization for the Task Force expired June 30, 2001.
