The Task Force to Study the Mentoring and Monitoring of Children in the Custody of or under the Supervision of the Department of Juvenile Services was authorized in October 2003 (Chapter 307, Acts of 2003). The Task Force studied the feasibility of instituting a program to match troubled children with volunteer mentors. Similarly, it determined the feasibility of providing individualized monitoring and support services to children in the custody or under the supervision of the Department of Juvenile Services. The Task Force also recommended ways to help these children become productively involved in school or the workplace; decrease recidivism among juvenile offenders; and teach young people who come in contact with the Department the skills necessary to lead healthy and productive lives.

On October 1, 2004, the Task Force submitted its report to the Governor and General Assembly. Authorization for the Task Force extended to October 31, 2004.
