In July 2006, the Baltimore County Liquified Natural Gas Task Force was authorized (Chapter 285, Acts of 2006). The Task Force studied the proposed liquified natural gas production, storage or regasification facility. The Task Force considered the uses of the facility, and its risks and hazards. The current and proposed land use near its proposed location, the current and projected population and demographic characteristics of that site, and the proposed location's natural and physical aspects were examined. In addition, the Task Force evaluated the emergency response capabilities near the proposed site; the need and appropriate distance for remote siting; and the ability of residential property owners near that site to retain access to their properties by way of the waterway. The Task Force also studied the effect of the proposed location on recreational and commercial boating, fishing, and crabbing in the area. Moreover, the Task Force considered the impact on the environment (especially on water quality) due to the quality of dredged material derived from large-scale dredging intended to be undertaken to accomodate ships transporting liquified natural gas.

The Task Force submitted its final report on January 9, 2007. Authorization for the Task Force expired July 31, 2007.
