ADVISORY COMMITTEE ON TOURISM
Created in 1993, the Advisory Committee on Tourism advised the Maryland Tourism Development Board on the tourism industry (Chapter 625, Acts of 1993). The Committee's forty members were appointed to four-year terms by the Governor with advice of the Secretary of Business and Economic Development and the Maryland Tourism Development Board (Code 1957, Art. 83A, sec. 4-209).

The Committee became inactive in 1997 and was abolished July 1, 2004 (Chapter 153, Acts of 2004).

AGRICULTURAL PROGRAMS
Under Technology Strategy and Business Development, reorganized as Resource-Based Industries in Jan. 2004.

BIOSCIENCES
Under Business Development, restructured as Life Sciences and Health Care Team in Jan. 2008.

BUSINESS & ECONOMIC RESEARCH
In July 2000, transferred to Office of Business Information Services as Business Research and Analysis.

BUSINESS DEVELOPMENT
Abolished in Sept. 2008. Some functions incorporated into Office of Marketing and Business Development.

BUSINESS DEVELOPMENT-RURAL REGION
An offshoot of the Division of Business Development, Business Development-Rural Region started in December 2003 to assist businesses in the rural counties of the Eastern Shore (Caroline, Cecil, Dorchester, Kent, Queen Anne's, Somerset, Talbot, Wicomico & Worcester); Southern Maryland (Calvert, Charles & St. Mary's); and Western Maryland (Allegany, Garrett & Washington). It focused on job retention and job creation.

In February 2007, its functions were dispersed to other units.

The Maryland Competitive Advantage Financing Fund was created in 1999 (Chapter 299, Acts of 1999). The Fund provides loans to small businesses unable to borrow from traditional lenders.

At the request of the Senate Budget and Taxation Committee and the House Appropriations Committee, the Department fashioned the Maryland Competitive Advantage Financing Fund Work Group in August 2000. The Work Group examined the role of local economic development officials and organizations in small business lending. The Work Group also evaluated whether the Fund should be administered at the State or local level. On December 31, 2000, the Work Group reported to the Senate Budget and Taxation Committee, and the House Appropriations Committee.

MARYLAND ENERGY FINANCING ADMINISTRATION
Repealed in 2000 (Chapter 305, Acts of 2000).

MARYLAND ENTERPRISE INCENTIVE DEPOSIT FUND
Repealed and functions consolidated in Maryland Industrial Development Financing Authority in 2000 (Chapter 305, Acts of 2000).

OFFICE OF COMMUNICATIONS & MARKETING
In December 2003, the Office of Communications and Marketing formed under the Deputy Secretary. It combined functions of the former Office of Communications and Brand Management with marketing components from the Division of Tourism, Film, and the Arts. The Office was headed by the Chief Marketing Officer. In January 2007, the two functions were separated, and the Office became Communications.

OFFICE OF COMMUNITY ASSISTANCE
Under Division of Regional Development, reformed in July 1999 as Office of In-State Business Services.

OFFICE OF COMMUNITY PLANNING
Under Division of Regional Response, merged with Office of Regulatory Affairs and Analysis in Jan. 2001 to form Office of Interagency and Local Government Coordination.

OFFICE OF GLOBAL INVESTMENT & TECHNOLOGY
The Office of Global Investment and Technology began as the Office of International Trade in 1985. Reformed as the Maryland International Division in 1988, it was renamed the Office of International Trade in 1995 under the Division of Business Development. The Office of International Business became its new name in 1996. Its international marketing functions were assigned to the Office of Marketing and Sales in 1999. In July 2000, duties of that office were assumed by the Office of Industry and Professional Services, and the Office of Technology and International Business. In December 2001, the Office of Technology and International Business restructured as the Office of Global Investment and Technology, and its international marketing component expanded to become the Office of International Trade.

Under the Office of Global Investment and Technology were two teams that specialized in high-tech industry: Advanced Technologies; and Biotechnology and Life Sciences.

Under Division of Business Development, Office of Global Investment and Technology restructured as Office of Biosciences and Life Sciences, and Office of Advanced Technologies in Sept. 2003.

OFFICE OF IN-STATE BUSINESS SERVICES
Under Division of Regional Development, restructured as Office of Small and Minority Business Initiatives in Sept. 2003.

OFFICE OF INDUSTRY & PROFESSIONAL SERVICES
Some functions of the Office of Industry and Professional Services began as National Business Development in 1991. Renamed the Business Development Group in 1992, it resumed its former name in 1994. Within the Division of Marketing, it reorganized as the Office of Business Development in 1995, and under the Division of Business Development as the Office of Marketing and Sales in 1999. In July 2000, it became the Office of Industry and Professional Services.

Through marketing campaigns in this country and abroad, the Office encouraged new businesses to locate and develop in Maryland. The Office provided information to corporations about economic resources of the State, including raw materials, power and water resources, transportation facilities, markets, labor, banking and financing options, industrial sites, and incentives offered by State government.

Maryland as a premier business location for foreign and domestic firms was marketed by the Office. With key decision makers and business location consultants, the Office targeted certain markets and industries to recruit the fastest growing firms for relocation in the State.

Within the Office were two teams that targeted specific segments of industry: Finance, Insurance, and Real Estate; and Manufacturing, Transportation, and Distribution.

Under Division of Business Development, Office of Industry and Professional Services reorganized as Office of Business Development Support Services in Sept. 2003.

OFFICE OF INDUSTRY SECTOR ASSISTANCE
Under Division of Marketing, reorganized as Office of Information Technology Marketing in Feb. 1998.

OFFICE OF INFORMATION TECHNOLOGY
Formerly under Division of Marketing, Office functions were placed directly under Office of Secretary in March 1998.

OFFICE OF STRATEGIC MARKETING
The Office of Strategic Marketing began as National Trade Shows and Missions, became National Marketing in 1997, and Office of Advertising and Promotion in 1999. In January 2003, it was renamed the Office of Strategic Marketing. The Office developed marketing strategy to attract businesses to Maryland through advertising, special events, and trade shows.

The Partnership for Workforce Quality Advisory Board formed in 1989, when the Partnership for Workforce Quality Program was established within the Department of Economic and Employment Development (Chapter 292, Acts of 1989). Formerly under the Office of In-State Business Services, the Board transferred to Business Development-Baltimore Region in December 2003.

The Program provided training services to improve the competitiveness and productivity of Maryland's workers and businesses, upgrade employee skills for new technologies or production processes, and help Maryland businesses promote employment stability. The Board consulted with the Workforce Investment Board and advised the Secretary of Business and Economic Development about the Program.

With advice from the Secretary of Business and Economic Development and the Chair of the Workforce Investment Board, the Governor named the Board's fifteen members to three-year terms (Code 1957, Art. 83A, secs. 3-701 through 3-704).

The Advisory Board has been inactive since 2003.

RESOURCE-BASED INDUSTRY
Under Business Development, discontinued in Dec. 2007.
