In 1995, the Task Force to Examine Crime Victims' Rights Laws in Maryland was formed by the Legislative Policy Committee. The Task Force monitored the effects of Article 47 in the Declaration of Rights of the Maryland Constitution that relate to victims' rights (Chapter 102, Acts of 1994, ratified Nov. 8, 1994).

In Maryland, victims are entitled to participate in criminal justice proceedings and to be notified of their rights. Since 1995, the Task Force drafted legislation to improve victims' rights statutes by expanding the procedures for notifying crime victims of their rights during the criminal justice process, including juvenile proceedings. In addition, the Task Force expanded the basis of eligibility for awards from the Criminal Injuries Compensation Board, and helped to enact the Victims Rights Act of 1997 (Chapter 312, Acts of 1997).

The Task Force last met in 2003.
