In December 1996, the Special Committee on Rail Mergers was formed by the House Speaker. The Committee held two public hearings in January 1997. It heard testimony on how the proposed merger of Conrail with CSX or Norfolk Southern would affect Maryland's economy, workforce, and passenger rail service.

Members included the transportation subcommittees of three House committees: Appropriations; Commerce and Government Matters; and Ways and Means.

The Committee completed its work in 1997. It issued no report.
